What is a multilingual SharePoint site?
A multilingual SharePoint site is one that allows the end user to pick from a set of languages defined by the site administrator. The user interface elements like site navigation, site title, and site description will then be shown in the user's preferred language. Additionally, you can provide pages and news posts on SharePoint sites that you translate and that are shown in the user's preferred language.

Limitations
- Any custom content, including custom navigation components, titles, and page content, needs to be translated manually.
- This means that all your pages need to be translated by you, or a translator that you designate.
- Any updates to the primary language content will require the translated content to be updated manually.
- The built-in site navigational elements are generally displayed in the user’s preferred language, as set in their language and region settings.
